QUESTION: What does the new Supreme Court decision on the electoral college really mean? Does this prevent Hillary from becoming the candidate?

ANSWER: It means that the delegates must vote for the popular vote in their state, based only on the national election. Nevertheless, this does not address what if Joe Biden were to slip and fall or somehow become mentally disabled after the primary elections yet before the Democratic Convention. This is the electoral college that only comes into play with the actual national election and does NOT involve the primaries.

This also does not disturb the fact that, should there be a tie in the Electoral College, this is what is called a “contingent election” where the election of the president then goes to the House of Representatives. Each state delegation casts one vote for one of the top three contenders to determine a winner. This took place only twice so far in history during the election of 1800 and 1824.
